Focus of work
Recently, Richard led Cisco’s work to define Education 3.0 and to develop a diagnostic tool to understand the progress of education systems towards it. Currently, he is managing research projects on higher education, the role of media and technology in learning, how schools in the developing world have innovated to overcome extreme adversity, and on the leading edge of educational technology. Later in 2009, he will be the lead developer of Global Education’s next White Paper.

Areas of expertise
Prior to joining Cisco, Richard was Executive Director of Policy & Research at NESTA, the UK's National Endowment for Science, Technology and the Arts. There, he oversaw an extensive research agenda designed to enrich and strengthen innovation policy in the UK, culminating in extensive work on the UK’s latest innovation legislation: Innovation Nation.

Previously, Richard worked as the Assistant Director of Studies at the Center for Strategic and International Studies (CSIS) in Washington, DC, the USA’s largest bipartisan foreign policy think tank. From 2000-2003, he was the Founding Chief Executive of Boxmind, the Oxford-based educational technology company, pioneering the use of blended learning in universities and schools. He has also worked at LloydsTSB, one of the UK’s largest high street banks, in IT Operations and Corporate Communications.

Qualifications and Affiliations
From 2003-2005, Richard was a UK-US Fulbright Scholar at the Goldman School of Public Policy at the University of California, Berkeley where he gained his Masters in Public Policy. In the Summer of 2008, he attended the Senior Managers in Government Program at Harvard’s Kennedy School of Government. He completed his undergraduate degree at Merton College, Oxford, graduating with a double first and a University prize in Modern History. He is a member of the International Institute for Strategic Studies, a Fellow of the Royal Society of Arts, Manufactures and Commerce and a member of the UK’s Arts & Humanities Research Council.
